En 2009, désireux d’expérimenter l’habitat participatif dans son projet, un bailleur social français (Haute-Savoie Habitat) a approché une coopérative suisse réputée pour son expertise (la Codha), dans le but de réaliser une opération inédite alliant trois maîtres d’ouvrages et trois régimes d’habitation. Ainsi, un îlot mixte de 37 logements a vu le jour à Viry, au cœur du premier écoquartier de Haute-Savoie, dans un territoire en mutation considéré comme stratégique dans le cadre du projet d’agglomération du Grand Genève, une agglomération aujourd’hui marquée par un fort différentiel territorial ainsi qu’une pénurie de logements à loyers abordables.
Cette étude s’inscrit dans la lignée du projet Interreg DEVCOOP, qui vise à développer le logement coopératif ou participatif à l’échelle transfrontalière du Grand Genève, en impulsant une dynamique opérationnelle dans une perspective d’économie sociale et solidaire. Elle vise à documenter la complexité d’un tel projet au niveau de son montage par le biais de son récit de vie. Ce procédé a pour ambition de faire émerger les atouts de l’opération, mais aussi les obstacles juridiques, institutionnels et culturels qui ont entravé son déroulement. L’ambition sous-jacente est de participer à la réalisation d’un guide à visée opérationnelle, sous forme d’enseignements et de recommandations à destination de tout acteur désireux de se lancer dans la production de logement coopératif dans le Grand Genève.

| Summary |
In 2009, eager to test the participative habitat in his project, a French social landlord (Haute-Savoie Habitat) approached a Swiss cooperative known for its expertise (Codha), in order to achieve an unprecedented operation combining three project managers and three housing regimes. Thus, a mixed block of 37 housings is born in Viry, in the heart of the first eco-district of Haute-Savoie, in a changing territory considered strategic in the agglomeration project of the Grand Genève, an agglomeration today marked by a strong territorial differential as well as a shortage of affordable housing.
This study fits in the Interreg DEVCOOP project, which aims to develop cooperative housing or participatory housing at the scale of Grand Genève, by promoting an operational dynamic in a social and solidarity economy perspective. The purpose is to document the complexity of such a project at the level of its montage, through its life story. This process aims to highlight the assets of the operation, but also the legal, institutional and cultural obstacles that have hindered its progress. The underlying ambition is to participate in the realization of an operational guide, containing lessons and recommendations for any actor wishing to engage in the production of cooperative housing in Grand Genève.
