| Résumé |
Ce mémoire s’intéresse au processus d’institutionnalisation de la participation à Genève. Il veut constater la place faite au niveau institutionnel à la participation des habitants dans l’aménagement du territoire genevois, comprendre où en est le processus d’institutionnalisation de la participation à Genève et quelles sont les valeurs associées ou mobilisées autour de cette thématique. Après une approche théorique retraçant les circonstances dans lesquelles nait un discours sur la participation dans l’aménagement, le cadre légal et institutionnel dans lequel il s’inscrit actuellement à Genève sera étudié notamment à travers les discours produits sur la participation dans des documents officiels (lois, directives d’aménagement, plans directeurs). Finalement, une étude de terrain portant sur l’aménagement du quartier de la Concorde apporte une dimension concrète à l’analyse en observant la mise en place d’un processus participatif dans un projet urbain genevois en lien avec les activités d’une association habitante locale. |
| Summary |
This thesis focuses on the institutionalization of participation in Geneva. It aims to understand what place is place made at the institutional level to imply the inhabitants in the development of Geneva’s territory. It also wants to understand where the process of institutionalization of the participatory thematic is at in Geneva, and what are the values associated or mobilized around this theme. After a theoretical approach tracing the circumstances in which a discourse about participation in planning was born, the legal and institutional framework in which it is currently registered in Geneva will be studied through the discourse produced in different official documents (laws, planning guidelines, …). Finally, a field study focusing on the development of la Concorde neighbourhood in Geneva gives a concrete dimension to the analysis by observing the set-up of a participative process in an urban project in relation with the activities of an association of locals
