| Résumé |
Ce mémoire analyse les constellations d’acteurs et les tensions qui structurent l’articulation entre concertation et conception dans les projets urbains participatifs. Il interroge les conditions dans lesquelles une même entité peut organiser la participation et contribuer à la conception du projet, sans fragiliser la légitimité démocratique de la démarche ou son efficacité opérationnelle.
A partir d’une revue de littérature et d’entretiens menés auprès de professionnels de l’urbanisme et de la participation, le travail montre que le cumul des rôles n’est pas une anomalie, mais le produit de trois dynamiques : une institutionnalisation de la participation récente, un élargissement des métiers de l’urbain et la professionnalisation encore inachevée du champ participatif.
L’analyse distingue deux rationalités de justification : une approche normative, qui met l’accent sur l’effet de position et défend une séparation stricte des rôles comme condition de crédibilité d’un espace d’écoute distinct de la logique de conception ; et une approche pragmatique, qui part des contraintes réelles du projet, et qui considère que le cumul peut être acceptable si le processus présente les garde-fous nécessaires.
Ces deux rationalités ne correspondent toutefois pas à deux camps fermés. Elles révèlent un clivage sur ce qui doit primer : garantir une parole non biaisée ou rendre cette parole opérante dans le projet. les positions sont plus hybrides : les spécialistes de la participation sont aussi attentifs à l’intégration des contributions, tandis que les urbanistes et praticiens hybrides peuvent reconnaître les risques de biais liés au cumul. Le désaccord porte donc surtout sur le seuil à partir duquel les garde-fous sont jugés suffisants. |
| Summary |
This thesis analyses the constellations of actors and the tensions that shape the articulation between participation and design in participatory urban projects. It examines the conditions under which the same entity can organise participation and contribute to project design without weakening the democratic legitimacy of the process or its operational effectiveness.
Based on a literature review and interviews with urban planning and participation professionals, the thesis shows that the overlap of roles is not an anomaly, but the result of three dynamics: the recent institutionalisation of participation, the broadening of urban professions, and the still incomplete professionalisation of the participation field.
The analysis distinguishes two rationalities of justification: a normative approach, which emphasises positional effects and defends a strict separation of roles as a condition for the credibility of a listening space distinct from the logic of design; and a pragmatic approach, which starts from the project’s real constraints and considers that role overlap can be acceptable if the process includes the necessary safeguards.
These two rationalities do not, however, correspond to two closed camps. Rather, they reveal a divide over what should take priority: guaranteeing unbiased speech or making that speech operative within the project. In practice, positions are more hybrid: participation specialists are also attentive to the integration of contributions, while urban planners and hybrid practitioners may recognise the risks of bias linked to role overlap. The disagreement therefore mainly concerns the threshold at which safeguards are considered sufficient. |
