Switzerland is ranked as the top country worldwide since 2011 by the World Energy Council in its Energy Trilemma Index and exhibits strong, balanced performance in all three dimensions of energy policy: energy security, energy equity, and environmental sustainability. The fact that around 60 per cent of its electricity comes from hydropower while almost 40 per cent comes from nuclear power makes its generation mix one of the most environmentally friendly in the world since these two technologies have very low CO2 emissions. However, recent developments and ongoing reforms present growing uncertainty and daunting challenges in the EU energy system. While Switzerland is not a Member State it is highly integrated in the EU system and cannot avoid the effects and impacts of EU energy policy as well as external factors such as the US shale gas boom, the economic crisis, or the Fukushima accident. This last event has sparked a turning point in Swiss energy policy and the Government introduced an ambitious new direction for its energy policy, the Energy Strategy 2050. Can this Strategy ensure the continued sustainability of this system and Switzerland’s top position in the balance of the trilemma in the domain of energy? Does the EU energy policy ensure coherence and achievement of all the announced goals in a balanced manner? How does the EU context impact Switzerland and how can the interaction between the policies of these two entities produce a coherent result? The purpose of this study is to assess the coherence between the three objectives of energy policy – competitiveness, security of supply, and sustainability – and the instruments put in place to achieve them in Switzerland and the EU. |
