Titre The impact of Green Growth policies on the dynamism of megacities : case study of Tokyo and Seoul.

Résumé The development of globalization leads to an increase of the competition between megacities to attract more investments and this becomes one of the main objectives of the public action on local and national scales. Cities are a source of economic growth, job creation and innovation. However, they also play an important part in the global warming and environmental problems. Indeed, the more the size of cities gets bigger, the more they are confronted to diverse pollutions (atmospheric, aquatic, accumulation of waste, etc.), to inequalities and to the lack of social cohesion, housing shortage, etc. In that way, cities have a key role in promoting Green Growth strategies. The objectives of this research are to understand how Green Growth policies can impact the dynamism of cities, to build an inclusive set of indicators and analyze the impact of green growth policies on the economical, environmental and social indicators of Tokyo and Seoul, and to identify the potential (and maybe already existing) issues related to the implementation of Green Growth policies in an urban context. To do so, a framework has been built and is a combination between the DPSIR framework and the OECD framework. The goal is to be more flexible and inclusive; Flexible in that cities are complex and driven by different forces and mechanisms, inclusive in that all components, actors and tools have a role to play and a big importance in the success of Green Growth initiatives. A set of indicators has been developed. The indicators selected are classified in 3 categories: environmental, economic and social. Out of 22 indicators, 11 belong to Seoul and 11 belong to Tokyo. Results show that a correlation does exist between the settlement of Green Growth policies and how the indicators behave. Out of 22 indicators, only 4 are impacted negatively and show a difference between the expected and observed results. There is no significant difference between Tokyo and Seoul. However, a correlation does not prove that Green Growth really impacts the dynamism of cities and that Green Growth has a direct impact on the indicators. Results have to be treated cautiously since Green Growth is a concept difficult to measure.
